Normal map setting

I know how the bum map numbers at the very bottom work for setting the intensity of the height map. But do they have any effect on a normal map is it proper to just let them at zero?

As for all other node connections; when connected the value/number will be overwritten by the connected node. I believe the entry field at the bump channel is a special case and just there for continuity but numbers didn´t work at any time ever since. You need some "multiplyadding" or "intensifying" (Texture-node) of the image to control the bumpiness.
