Global Light Control

I'm working on a project now that has a bunch ofd lights. I want to use radiosity but it tkes to long for the time being, but I did render one overnight and it looked great. But again it I need it to be a bit faster. So, I switch to ambient which works fine too, but all the lights are a bit underpowered becuase I don't have the radiosity bounce.
It would be nice if there was a global light control that would change the intensity of all the lights in the scene by a percentage, up or down. This setting would keep the relative light values the same, adjust the overall intensities.
Does this sound crazy? I know Lightwave has this feature.
